It
looks unusual and complicated, but this is a simple treatment to make.
The
valance is one long scarf of fabric. It can either be self-lined or contrast
lined. Cording along top and bottom edge. Fold over top edge and clip
rings along the top fold to hang. The tails are simply cascades which
are finished on three sides, cording along the leading edge. Clip rings
along the top edge.
